These are typically hydrocarbons with high KB values to which surfactants are added to make them water-rinseable or they can be emulsified into water with surfactants. This starting formula also can be used in a wipe-on wipe-off application and meets the future California Air Resource Board (CARB) VOC limit of 35% or less for engine degreasers as well as the CARB VOC standard of 4% or less for general purpose cleaners.
